Laurel Yancey

Laurel G. Yancey is the Chief Policy Officer with the Center for Advanced Communications Policy. She provides regulatory and legislative counsel on advanced wireless communications, homeland security initiatives, international telecommunications policy entities, and other topical areas of policy development.

Formerly, Ms. Yancey was an attorney with the U. S. Federal Communications Commission (FCC) in Washington, D.C. Over 15 years she worked in the Private Radio Bureau, the Mass Media Bureau, and the Office of International Communications.

Legal opinions she wrote as a staff attorney in contested FCC media proceedings were adopted by the Commission, and cited as legal precedent in the FCC Reports. Her research supporting the foreign syndication of U.S. programming by domestic production entities was instrumental in the adoption by the FCC of a new revised Financial Interest and Syndication Rule. Laurel also served on the U.S. Department of State telecommunications planning committee, the Asia Pacific Economic Cooperative (APEC), developing strategic trade initiatives for the U.S. She was a member of the planning committee for the first African Communications Conference (AFCOM’ 92), convened for U.S.
