“DigitalGeorgia: A White Paper on Information and Communication Technologies in Georgia” has been one of the most downloaded documents produced by CACP. The white paper was commissioned by the Office of the Governor to assist the State leaders in establishing policy guidelines that would improve the ability of all Georgians to participate in a digital society. The report incorporates findings from public forums, interviews with subject matter experts, state leaders, other digital divide studies and initiatives within Georgia and nationally. Unique to this study, three A’s – Awareness, Application and Access – were identified as critical categories in understanding the relationship between technologies and the people that use them. The review and analysis of the data led to the identification of five primary sectors within Georgia, referred to as “stakeholders” -- business, citizens, education, government, and healthcare -- which would benefit the most from the study’s findings, options and recommendations.
